Boise State did not join the FBS until 1996. But to their credit, they have been more successful in the FBS than they were in the lower division.
Anyone currently in the MAC as that conference was in the lower division until 1960.

Boise State wasn't a push over in the lower divisions though. They won some national championships. A couple JC championships and a 1AA championship.
